AMBER ALERTS: WE'RE NUMBER ONE?

From this story about the Amber Alert system:

After 10 years, Amber Alerts have helped law enforcement safely recover more than 233 children in the United States. Nearly half of those were kidnapped in California, where there are on average two alerts every month, Polly Klaas Foundation spokeswoman Glena Records said.  (emphasis mine)

So either we are the kidnapping capital of America, or we are the most successful at recovering our kidnapped children.  I can't tell which.
