Michael Brown, the former Mr. FEMA, made this statement about his former job:
Brown suggested the administration's fixation with fighting terrorism may have been to blame, in part, for the slow government response.
Because of a focus on terrorism, natural disasters "had become the stepchild of the Department of Homeland Security," he said. (emphasis mine)
It's pretty darned common for people to use the term "treated like a stepchild" to signify bad treatment (here are the Google search results on it). They don't seem to think about the fact that this could be offensive to the millions of stepparents who are doing their best to raise their stepchildren with love and care.

I have a pet project that I worked out in my mind a long time ago but haven't gotten onto paper yet. It's a rewrite of the story of Cinderella, one in which Cindy has a sweet and kind stepmother who loves her very much. Maybe this weekend I'll try to finish it and tell it to DL and CL.
